Add shooter tuning control state

Add control state for shooter pivot. Adds a dashboard controllable value to control shooter pivot angle. Also add 0.25 degree jogger UP/DOWN mapped to controller for simple tuning. State can be selectable like Pit mode - boolean on dashboard to enable.
